Management Practices Self-Assessment
i
2.39 Contract Distribution
The agency has a documented practice in union contract management including
dissemination of contract agreements, review of amendments to administrative policies,
and notice to all supervisory and management personnel of the terms of the agreement
affective the personnel under their supervision.
Review of administrative policies is accomplished in as timely a manner as possible following
negotiations. A reasonable time period is provided for the purpose of reviewing and amending
~I these policies. The agency should consider supervisory and managerial training and staff
meetings concerning the agreement. This process should include an expression of the agency's

Ij philosophy and ensure that the terms of the agreement are met in spirit as well as through
technical compliance.

j Assigned to: Tammy Donahue Initial Review Date: 12/27/2002
Completed by: Tammy Donahue Compliance Date:
Amount Complete: Full Compliance
Documentation/Directives:
Human Resource Work Plan
Public Works -Work Plan
Bargaining Notes
New Supervisor Orientation -Training Outline
Agency Compliance:
Upon ratification of the new collective bargaining agreement, Human Resources Division compiles a
summary of the changes, and schedules and conducts trainings for supervisors and managers. The union
is allowed a reasonable amount of work time to brief AFSCME employees of the changes. The contract is
made available in legislative format prior to the agreement being produced in its final format. Once the
final copies are available, Human Resources Division sends a copy of the new contract to every supervisor
and manager. The Union sends a copy to all employees covered by the agreement with HR's assistance.
As new AFSCME employees are hired at the City, they are provided a copy of the contact at new employee
orientation.
During New Supervisor Orientation, new supervisors receive training in labor relations, including the City's
commitment to honoring the AFSCME contract and having a positive working relationship.
©2004 American Public Works Association Version 5.0
72
