Management Practices Self-Assessment
2.38 Collective Bargaining Procedures
Collective bargaining procedures are identified prior to the initiation of negotiations.
Collective bargaining procedures include deciding ground rules for bargaining teams in advance
of the negotiating process. Items under negotiation may include wages, hours, terms and
conditions of employment, participating in negotiations based on the principle of "good faith"
bargaining, and recording agreements results from collective bargaining. The agency is
represented on the negotiating team. The written record of agreement reached through
negotiations is usually in the form of a contract signed by representatives from both parties.

1
Assigned to: Tammy Donahue Initial Review Date: 12/27/2002
Completed by: Tammy Donahue Compliance Date:
Amount Complete: Full Compliance
Documentation/Directives:
Eu ene Cit Charter - Cha ter 6 -section 25
~-y p
Public Employees Collective Bargaining Act
AFSCME Contract
Bargainine Trauung A eg
nda
Bargaining Ground Rules
Barg Notes
Agency Compliance:
At approximately 6 months prior to the expiration of the contract, the City and the Union form their
negotiation teams, with a specific number of representatives from both sides. The roles are defined, a
schedule is set, and ground rules are agreed upon. Past contracts have been bargained under traditionally
bargaining strategies. The AFSCME contract is being bargained using an Interest Based Bargaining (lBB)
Model in 2008.
Information or interests are gathered through two surveys; an AFSCME survey sent to all AFSCME
members and a Management survey sent to all management or supervisory staff that have AFSCME
represented employees. From the surveys a list of interests will be generated for each survey; AFSCME
and 1V,tanagement. A method to jointly communicate updates is being discussed.
The IBB Facilitator is the official note taker and documents discussions or interests around the table for
future reference. The City is responsible for writing up the final collective bargaining agreement, and
documenting what was agreed upon at the bargaining table. The official contract is signed by the City
Manager, the Central Services Executive Director , HR Director/Chief Negotiator for the City, AFSCME
Counci175 Rep, Union President, and the union bargaining team.
©2004 American Public Works Association Version 5.0
71
