The listing <br /> is not exhaustive, rather lists general behaviors or activities that would result in discipline. The policy and - <br /> the AFSCME contract call for discipline to be progressive and meet the criteria of just cause. In the Public <br /> Works Department, all instances of employee discipline is coordinated through the department's Human <br /> Resource Manager. The Public Works HR Manager works in conjunction with the City's HR Manager and <br /> ensures fair and consistent treatment of employees. <br /> The City generally follows a progressive approach to discipline, beginning with coaching and counseling <br /> the employee, then elevating to oral and written reprimands, suspension, and up to termination. Prior to <br /> determining the level of discipline for a particular infraction across the organization, the Public Works HR <br /> Manager reviews a print out of discipline issued for similar infractions, in addition to reviewing the <br /> performance and discipline history for the individual employee. <br /> All supervisors are trained on due process and just cause in a required class. <br /> X2004 American Public Works Association Version 5.0 <br /> 58 <br /> <br />
