The City has a formal Career Development policy <br /> which is accessed by supervisors when along-term training assignment (6-12 months) is available. Other <br /> .situations lend themselves to a temporary reassignment of existing employees in a work group, or <br /> temporarily transferring an employee from another work group or division. In all circumstances, when a <br /> temporary assignment is made, a new supervisory relationship is established and the employee is <br /> accountable only to the new supervisor for the duration of the temporary assignment. <br /> The City's Emergency Management Plan outlines the various roles and responsibilities of the temporary <br /> assignments and management structure if and when the plan is activated. The City of Eugene uses the <br /> National Incident Management System (NIMS) in responding to emergencies.
