Individual divisions have
established processes where the office supervisor or timekeeper produces leave balance reports each pay
period, and distributes that information to the division supervisory staff. Each supervisor is responsible for
tracking planned absences and factoring those elements in when establishing a work schedule for his/her
crew or work group. Additionally, paycheck advices or check stubs contain up-to-date leave balances so
employees can monitor their balances personally. More recently, the City has added apassword-protected
"My Employee Information" section to the City Intranet so each employee can view his or her accrual and
leave history online.
Additionally, several City policies and the AFSCME Contract have specific procedures or timeframes for
employees to follow when requesting leave time. For example, if an employee is requesting family leave,
for a predictable situation, they need to provide 30 days advance notice. If an employee is requesting an
unpaid leave of absence, they need to make the request in writing, and allow enough time for management
review. For military leave, employees need to provide a copy of their official orders prior to going on
leave.
©2004 American Public Works Association Version 5.0
23
