Management Practices Self-Assessment
Chapter 2 Human Resource Management
2.1 Classification Plan
A position classification plan identifies objectives, positions, duties, titles, qualifications,
responsibilities, and provisions for reclassification. The classification plan is routinely
reviewed and revised.
Classification involves describing the different types of work performed in any agency. A
classification plan may include grouping every job into position classifications by similarities in
duties, responsibilities and qualification requirements; a position specification for every classified
position including the formal title of each position, a description of the nature of the skills and
abilities required by the work and any special prerequisites for the position; provisions related to
compensation classes, and provisions for reclassification. The classification plan is routinely
reviewed and revised. These reviews and revisions reflect the agency's role.

~ Assigned to: Tammy Donahue Initial Review Date: 10/21/2002
Completed by: Tammy Donahue Compliance Date:
Amount Complete: Full Compliance
Documentation/Directives:
APPM 7.1 Classification Policv and Plans
AFSCME and Exempt Classification Descriptions
AFSCME and Exempt Position Questionnaire Forms
AFSCME Contract
Articles 15.3, 15.4, 15.6, 15.7 (Effective through June 08)
Human Resources Work Plan
Compensation & Classification Section
'Agency Compliance:
The Compensation and Classification section in the Human Resources Division (HR) oversees and
maintains the City's Classification Plans.
When new positions are established in Public Works, PW supervisors develop detailed position
descri tions osition uestionnaire which are reviewed b HR as to the ro er classification.
