City proposal <br /> March 17, 2004 <br /> i <br /> ~ Ground Rules for Negotiations <br /> Contract Negotiations between AFSCME and The City of Eugene <br /> i <br /> i <br /> The City of Eugene and AFSCME hereby adopt these rules regarding the negotiations of a <br /> successor agreement to the contract that expires June 30, 2004. <br /> 1. These negotiations will be conducted under the provisions of applicable law. <br /> 2. Time, date and place of negotiation sessions shall be established by mutual agreement of <br /> <br /> ~ the parties. <br /> 3. Notes may be taken by members of the bargaining teams, however there shall be no <br /> mechanically recorded transcripts. <br /> 4. The members of the bargaining teams are as follows: <br /> Association C~ <br /> Lou Sinniger, Chief Negotiator Helen Towle, Chief Negotiator <br /> Dal Ollek Glen Svendsen <br /> Steve DeMeritt Marsha Miller <br /> Wayne Vincent Johnny Medlin <br /> Kristi Ha den Connie Bennett <br /> Y <br /> Bill Ranney Hally McCabe <br /> Joe Sams Tammy Donahue <br /> Roberta Pupilli <br /> 5. All negotiations shall be closed to the public, press, and persons other than those <br /> specified in Paragraph 4 above. Either party may bring in resource people or experts with <br /> .the consent of the other parry. <br /> 6. The parties agree to discuss all issues at the bargaining table between the designated <br /> representatives and make a good faith attempt to reach resolution on all items at the table <br /> prior to discussing items with any party. <br /> 7. Both parties agree to present a list of or proposals on all provisions they wish to bargain <br /> in writing at the second bargaining meeting. The parties agree to identify all issues they <br /> wish to bargain by May Sa'. After that date, new items can be introduced by mutual <br /> agreement only. <br /> 8. It is understood by the parties that agreement on any item is tentative and subject to full <br /> and final ratified agreement on all contractual matters between the parties. Ratification <br /> for the City is by the Executive Managers. Ratification for the Union is by its <br /> membership. Tentative agreements shall be reduced to writing, signed by the Chief <br /> Negotiators, and dated. If tentative agreement is reached on all issues and the contract is <br /> <br />
