Project Review
Category: Human Resource Management
Number; 2.30
Title: Collective Bargaining Procedures
Statement: Collective bargaining procedures are identified prior to the initiation of negotiations.
Description: Collective bargaining procedures include deciding ground rules for bargaining
teams in advance of the negotiating process. Items under negotiation may include:
wages, hours, terms and conditions of employment, participating in negotiations
based on the principle of "good faith" bargaining, and recording agreements
resulting from collective bargaining. The agency is represented on the negotiating
team. The written record of agreement reached through negotiations is usually in
the form of a contract signed by representatives from both parties.
Assigned To: Tammy Donahue
Date of Initial Review: 12/27/2002
Applicable to Agency: Yes
Self Assessment
Compliance Status: Full Compliance
Date of Compliance: 1 /23/2003
Completed By: Tammy Donahue
Directive/Documentation: Eugene City Charter -Chapter 6 -section 25
http://ceonline/ then select City Recorders Ofhce then select City Charter then scroll
from there
Public Employees Collective Bargaining Act
http://www.erbstate.or.us/histry1c.htm
AFSCME Contract
\\cesrv500\onlineWFSCME\AfscmeColAfscmeCon-1.wpd
Bargaining Ground rules
Bargaining Notes
Interview/Observation: 04/06/2004 -Helen Towle, Human Resource Division Manager, HRRS reviewed
and provided input.
Agency Compliance: At approximately 6 months prior to the contract expiring, the City and the Union
form their negotiation teams, with a specific number of representatives from both
sides. The roles are defined, a schedule is set, and ground rules are agreed upon.
Each side selects an official note taker, to document the discussions around the
table for future reference.
Prior to beginning negotiations, supervisors and managers are surveyed for
feedback on issues or problem areas with the current contract, that need to be
addressed at the bargaining table. A list of issues is generated and prioritized by
the City manager and the Executive Management Team.
A complete notebook of the bargaining process is kept as a reference document for
managers. The City is responsible for writing up the final collective bargaining
agreement, documenting what was agreed upon at the bargaining table. The
official contract is signed by the City Manager, the City's Chief Negotiator and the
members of the union bargaining team.

APWA Self Assessment - 4th EdFtion # 2.30 Page T of 2
