The policy and the AFSCME contract call for discipline to <br /> be progressive and meet the criteria of just cause. In the Public Works <br /> Department, all instances of employee discipline are coordinated through the <br /> department's Human Resource Manager. The Public Works HR Manager works in <br /> conjunction with the City's HR Manager and ensures fair and consistent treatment <br /> of employees. <br /> The City generally follows a progressive approach to discipline, beginning with <br /> coaching and counseling the employee, then elevating to oral and written <br /> reprimands, suspension, and finally termination.
