s <br /> MEMORANDUM <br /> July 9, 1996 <br /> TO: All New City Employees <br /> FROM: Melissa Pearson, HRRS <br /> SUBJECT: AMERICANS WITH DISABILITIES ACT <br /> Considered landmark legislation, the Americans with Disabilities Act (ADA) <br /> provides Federal civil rights protection for the first time for people with disabilities. <br /> The ADA, signed by President Bush July 26, 1990, and effective for public sector <br /> employers January 26, 1992, guarantees people with disabilities access to <br /> <br /> :employment, public accommodations, transportation, public services,, and ; <br /> telecommunications. <br /> The City of Eugene is covered completely by Title II of the ADA. This section <br /> prohibits discrimination in "the services, programs, or activities of a public entity." <br /> Title I of the ADA covers discrimination in all employment practices. Under the <br /> ADA, the City of Eugene is required to provide access to the services, programs, <br /> and activities for people with disabilities and to provide job or work place <br /> accommodation to qualified applicants or employees with disabilities. <br /> Enforcement of the ADA can happen in several ways. Current-employees can use <br /> the internal grievance ,procedure by contacting their supervisors or Human <br /> Resource and Risk Services, x5061. For people outside the organization, the <br /> City's Human Rights Commission can be contacted at 687-5177.
