City of Eugene <br /> i Human Resource and Risk Services <br /> 3-229 Drug and Alcohol Policy <br /> I 3-229.1. Statement of Purpose ~Re~~sea ~~iovss> <br /> .The City recognizes that the use of drugs and alcohol, whether on or off the job, <br /> which adversely affects job performance may constitute a serious threat to the <br /> health and safety of the public and employees and to the efficient delivery of City <br /> services. The primary goal of this policy is to achieve a work place free of the <br /> impairments of drugs and alcohol <br /> <br /> I <br /> Violations of this policy do not necessarily indicate dependency or abuse. Alc-ohol <br /> or chemical dependency, however, is a serious but treatable illness. Employees <br /> who are concerned about their use of alcohol or drugs are urged to seek <br /> confiden-tial assistance from the Employee Assistance Program (EAP). Continued <br /> depen-dency or abuse jeopardizes an employee's work record, relation-ships and " <br /> self respect. Failure to seek assistance may jeopardize the safety of the public, the <br /> employee and the employee's co-workers, and may require intervention by the City. <br /> Intervention must go hand-in-hand with disciplinary measures when appropriate. <br /> Viola-tions of this policy will be handled on a case-by-case basis, normally by the <br /> employe-e's supervisor, and may result in discipli-nary measures up to and <br /> including discharge. <br /> This policy does not attempt to address all possible issues that may arise around <br /> the use of alcohol and .drugs. It is incumbent upon each individual employee and <br /> each supervisor to use his or her best judgement and act in a reasonable and <br /> respon-sible manner when faced with a situation that is not explicitly covered in the <br /> policy. This is particularly true when applied to situations that may arise outside the <br /> usual work place or when an employee may be called back to work outside of his <br /> or her regularly scheduled hours. <br /> 3-229.2 Definitions <br /> For the purposes of this document the following defini-tions apply: <br /> 1. Alcohol -Ethyl alcohol and all beverages or liquids containing ethyl alco-hol. <br /> 2. Drugs -Any intoxicants or controlled substances as defined by the criminal <br /> code of the State of Oregon, including substances lawful-ly prescribed for the <br /> employee's use and over-the-counter medica-tions. The definition of drugs <br /> excludes alcohol. <br /> 3. Drug or Alcohol Test -The compulsory production and submission of urine <br /> <br />
