Project Review
Category; Human Resource Management
Number: 2.6
Title: Temporary Assignments
Statement: A procedure establishes any temporary personnel assignments.
Description: There may be special situations, such as an emergency, in which temporary
revisions to the organizational structure may be required. Personnel from other
areas of the organization who will work on special or emergency programs are
identified. To ensure that employees are aware of what is expected of them and
are identified to promote efficiency and responsibility, employees should only be
responsible to one supervisor at any particular time.
Assigned To: Tammy Donahue
Date of Initial Review: 11/18/2002
Applicable to Agency: Yes
Self Assessment
Compliance Status: Full Compliance
Date of Compliance: 1/23/2003
Completed By: Tammy Donahue
Directive/Documentat~on: APPM 3-123.4 Career Development
http://ceonline/appm/3-12x.wpd
AFSCME Contract Article 36 -Career Development Assistance Program
• \lcesrv500\onlineWFSCME1AfscmeColAfscmeCon--1.wpd
AFSCME Contract Article 14 -Acting in Capacity
\\cesrv500\online\AFSCM EWfscmeColAfscmeCon--1.wpd
Emergency Management Program
http://ceonline
Select Emergency Management Program (right drop down)
Interview/Observation: 04/27/2004 - Myrnie Daut Risk Services Manager, HRRS reviewed and provided
input
Agency Compliance: Temporary assignments are made for various reasons. The City has a formal
Career Development policy which is accessed by supervisors when along-term
training assignment (6-12 months) is available. Other situations lend themselves to
a temporary reassignment of existing employees in a work group, or temporarily
transferring an employee from another work group or division. In all circumstances,
when a temporary assignment is made, a new supervisory relationship is
.established and the employee is accountable only to the new supervisor for the
duration of the temporary assignment.
The City's Emergency Management Plan outlines the various roles and
responsibilities of the temporary assignments and management structure if and
when the plan is activated. The City of Eugene uses an Incident Command System
in responding to emergencies. Regular emergency management trainings are
performed to build employees skills and confidence in their temporary assignments.
Actions to Comply:
Evaluator Suggestions:

APWA Seif Assessment - 4fh Edifion # 2.6 Page 7 of 2
