Introduction
This handbook presents policies, rules and expectations that apply to you as a regular employee*.
It is presented as a matter of information only and its contents should not be interpreted as a
contract between the City of Eugene and any of its employees.
This handbook contains summaries of many policies and procedures. For full text and more detail,
see The Administrative Policies and Procedure Manual (APPM). This manual is available to you
through your supervisor or on-line on the Intranet. Your supervisor will review relevant City policies,
as well as departmental rules with you.
By reading this handbook, you will better understand what is expected of you, as well as what you
can expect from your employer, the City of Eugene. If you have any questions, please check with
your supervisor or Human Resource and Risk Services (HRRS). The Administrative Policies and
Procedure Manual (APPM) is a policy manual available to you through your supervisor which
contains more detailed information. Your supervisor will review relevant City policies, as well as
departmental rules with you.
The policies, guidelines, and benefits information contained within are in effect as of the date of this
handbook. The City reserves the right to change any of our policies, guidelines, and benefits,
including those discussed here, without prior notice to or consultation with employees. Any
changes in policies or procedures must be in writing and approved by the City Manager or
designee.
*If you are a temporary employee, ask your supervisor for a copy of the Temporary Employee
Handbook.
Labor Agreements Take Precedence
The City recognizes its obligation under law to negotiate in good faith with labor organizations
representing some City employees. Collective bargaining agreements exist for police,
fire/emergency medical, general service, and Hult Center stage employees. Police employees are
represented by the Eugene Police Employees' Association (EPEA); fire and emergency medical
employees are represented by the International Association of Firefighters (IAFF); general service
employees are represented by the American Federation of State, County, Municipal Employees
(AFSCME); stage employees are represented by the International Alliance of Theatrical Stage
Employees (IATSE). If information in this handbook conflicts with any City labor agreement
which applies to you, the labor contract takes precedence.
Page 1-February 2004
