Respectful Workplace Environment.
Implementation Steering Committee Meeting
August 13, 2003
Members Present All
~'i
~ Parking Lot Issues -Kept Communicating Meeting Progress in the Parking Lot.
Review Agenda -After discussion about whether to choose one issue to work on first
as a test case, or to have a discussion about process and the role ofithe committee,. the

j group chose to proceed with trying out a process on one issue as a pilot, making
adjustments as the group gains experience. For future reference:
1) The test case does not have to proceed all the way through implementation if the
group chooses to work on more than one issue at a time, or chooses. to focus on .the
overall workplan.
2) Coordinating all of the issues-how one effects another mighfi be a good exercise to
help the group make the best use of their time.
Identify and Choose One Issue to Work on First (Test Case) - Through a consensus
process, the group chose to work on Issue #5 first (Appreciation for Work Done and
_ Supervisor/Lead Worker on Site Visits).
F
Criteria Used:
Timely Issues 8 and 5 were identified as timely issues.
Affects Everyone -Issues 4, 5, and 6 were identified.
Less Complex -Issues 5 and 6 were identified.
See Change Quickly -Issue 5 was identified.
Provides aFoundation -Issues 5 and 6 were identified.
The Committee chose Issues. #5 (initially with 10 votes), #6 (initially with 4 votes), #4
(initially with 2 votes), and #8 (initially with 4 votes). Consensus for #5 -Appreciation.
Determine a Process for Addressing the Test Case Issue -Margaret presented the
Plan, Do, Check, Act (PDCA) .process for continuous improvement. Applied to the
group's issues, it could be interpreted as follows:
Plan: Develop theories about why issues exist through probable cause analysis -with
the goal to get to the root cause of the issue.
Do: Test theories through fact finding or data gathering.. This may take the form of
surveys of the yard staff, focus groups, or other data gathering methods.
Check: Check test results. Bring results of fact finding back to the committee..
Act: Act on test results. Make a decision about what a possible solution might be.
Plan: Identify opportunities to effect asolution - make a plan to implement.
Do: Implement the plan (may want to test the implementation plan with yard staff at
this point).
