. ~^~3 APPenc3ix B <br /> YOUTH SPORTS PARK <br /> PROGRAM MANAGEMENT AGREEMENT <br /> An agreement between the City of Eugene and Eugene School District 4J _ <br /> for <br /> program management of the shared development of <br /> Youth Sports Parks and Athletic Fields <br /> September 81999 <br /> The City and School District intend to execute an agreement for the shared development and. <br /> operation of Youth Sports Parks, including multi-use synthetic surface athletic fields. The <br /> partnership was approved by the City Council on August 9,1999 and by the School Board on July <br /> 1,1999. The latest draft of the. discussion outline for an agreement, dated August 11,1999, and <br /> attached, was reviewed by the City Council on August 11,1999 and by the School Board on August <br /> 18,1999. It is anticipated that a final agreement, consistent with the discussion outline, will be <br /> executed within. the next few months. <br /> In the interim, to achieve the schedule of having the multipurpose synthetic fields and some of the <br /> youth sports park components completed by August 1, 2000 it is necessary to begin the design - <br /> rocess and to execute a contract with an architect. Althou man oints are outlined below the <br /> P ~ yP . <br /> process will succeed more from the willingness of the parties to work together as a team to meet <br /> the needs of the community. <br /> Consistent with the mterit of the-discussion outluie the Ci and School. D.ismct ee fo fhe ~ " " <br /> ~ ty ~ <br /> following terms of the agreement: <br /> 1. Program Management. The School District will be the program manager for the <br /> development. A city employee will be assigned to work on the project, in the capacity of <br /> Project Manager, as part of the School District program management effort. The Project <br /> Manager will work out of the District FM offices to the extent necessary to successfully <br /> complete the project per the established budget and schedule. _ - <br /> The District will provide the Project Manager with adequate office space, including a phone <br /> with voice mail capabilities and a computer with necessary software for fulfilling project <br /> management duties. <br /> The City will provide the Project Manager with a cell phone. <br /> 2. Allowable Costs. City bond funds will be used only for those items so indicated in the <br /> dist~ss~ori_=outline of Aug~st_11; 19~), ar as modi~etl in the final ag~~ernent. Ie is the intent <br /> that the ~ million in City bond funds be allocated. as f©llows: Approximately $2.35 million <br /> for youth sports park components, and approximately $1.65 million toward the allowable <br /> elements of the multipurpose athletic field development. These numbers include both hard: <br /> (construction) and soft (design ,permitting, testing, construction administration, program <br /> management, etc.) costs. <br /> The total allowable costs for the City, including all hard and soft costs, shall not <br /> exceed $4 million, unless otherwise indicated in writing by the City.
