While City and District are responsible for the joint <br /> management of the artificial surface fields and youth sports parks, they will form, and maintain, <br /> a User Committee to direct the scheduling and use of the artificial surface fields and youth sports - <br /> ~ parks and to make recommendations to City and District on policies relating to the fields and <br /> ~ parks. The User Committee's operations and decisions will be consistent with this Agreement <br /> ,and the provisions specified below: - <br /> (1) The User Committee will not have more than twelve (i2) members and <br /> will consist of an equal number of District and City representatives and at least one <br /> ' representative each from Kidsports and one other major community user, to be selected <br /> i <br /> by each respective organization. The City Manager and Superintendent of Schools shall <br /> jointly designate the other major community user. <br /> j <br /> (2) The City Manager and Superintendent of Schools shall each appoint an <br /> equal number of representatives to the User Committee. <br /> (3) The User Committee shall be appointed no later .than July 1, 2000 and <br /> I~!- <br /> - ----shahFneet <br /> regul~ly-but <br /> no-less-than-ones-per <br /> year:-- _ . _ <br /> II {4) The User Committee will initially make decisions by consensus. (S) The User Committee will determine criteria for field use agreements, <br /> recommend changes to fee structures, annually review the percentage of use by City and <br /> District and community groups to evaluate compliance with the terms of this agreement, <br /> and.. review and recommend policy regarding advertising and site supervision. <br /> (6) The User Committee may also recommend standards and reasonable <br /> protections for ensuring that the potential for misuse and damage by users is minimized <br /> and that the eos;t of reps}r f'or damage w3flbe reasonafily-artci~ses~onsibiy addressed. _ <br /> (7) Any recommendations of the User Committee shall be made to the City <br /> Manager and the Superintendent of Schools for their action. <br /> 5.5 Locker Room Use.
