CD - 98073401 - 0 Page 4 Administrative Conditions Method of Payment -Reimbursement or Advance To receive payment, the recipient must submit a "Request for Advance or Reimbursement," SF-270, to: EPA Finance Unit, 1200 Sixth Ave, OMP-146, Seattle, WA 98101. Requests cannot be submitted more often than monthly. The recipient may be.paid in advance, provided the recipient meets the requirements of 40 CFR 30.22(b) or 40 CFR 31.21(c), as applicable. Within 90 days of the end date of . the Agreement, the recipient shall refund to EPA any unexpended or unobligated balance of funds advanced. If the recipient does not meet the requirements for advance payments, the recipient shall be paid by reimbursement. In accordance with 40 CFR 30.71 and 40 CFR 31.50, no later than 90 calendar days after the end of project period, the grantee must liquidate all obligations incurred under the award.. Therefore, you MUST submit your FINAL Request for Payment and/or refund to EPA any balance of unobligated (unencumbered) cash advanced within 90 calendar days after the end of the project period. 2. Cost Principles/Indirect Costs Not Included (All. Organizations).. _ _ The cost principles of OMB Circular A-21 (Educational Institutions), A-87 (State, Local or Indian Tribal Governments), or A~122-{Non-Profit Organizations) are applicable, as - appropriate, to this award. Since there are no indirect costs included in the assistance _ budget, they-are not allowable--under this Assistance Agreement. 3. Semi Annual Performance Reports The recipient shall submit performance reports every six (6) months during the life of the project.. Reports are due 30 calendar days after the end of each reporting period. Reports shall be submitted to the EPA Project Officer and may be provided electronically. The reports shall generally contain brief information on each of the - --...following: _ _ _ _ (a) A comparison of actual accomplishments with.the goals and objectives established _ for the reporting period. (b) Reasons why established gods were not met, if appropriate. .(c) .Other pertinent information onprogress of the project. . In addition to the semi-annual performance reports, the recipient shall immediately notify the EPA Project Officer of developments that have a significant impact on the award-supported activities. Also, notification shall be given in the case of problems, delays, or adverse conditions which materially impair the ability to meet the objectives of the award. This notification shall include a statement of the action taken or contemplated, and any assistance needed to resolve the situation.
