CD - 98073401 - 0 Page 4 <br /> Administrative Conditions <br /> Method of Payment -Reimbursement or Advance <br /> To receive payment, the recipient must submit a "Request for Advance or <br /> Reimbursement," SF-270, to: EPA Finance Unit, 1200 Sixth Ave, OMP-146, Seattle, <br /> WA 98101. Requests cannot be submitted more often than monthly. <br /> The recipient may be.paid in advance, provided the recipient meets the requirements of <br /> 40 CFR 30.22(b) or 40 CFR 31.21(c), as applicable. Within 90 days of the end date of . <br /> the Agreement, the recipient shall refund to EPA any unexpended or unobligated <br /> balance of funds advanced. <br /> If the recipient does not meet the requirements for advance payments, the recipient <br /> shall be paid by reimbursement. <br /> In accordance with 40 CFR 30.71 and 40 CFR 31.50, no later than 90 calendar days <br /> after the end of project period, the grantee must liquidate all obligations incurred under <br /> the award.. Therefore, you MUST submit your FINAL Request for Payment and/or <br /> refund to EPA any balance of unobligated (unencumbered) cash advanced within 90 <br /> calendar days after the end of the project period. <br /> 2. Cost Principles/Indirect Costs Not Included (All. Organizations).. <br /> _ _ <br /> The cost principles of OMB Circular A-21 (Educational Institutions), A-87 (State, Local <br /> or Indian Tribal Governments), or A~122-{Non-Profit Organizations) are applicable, as - <br /> appropriate, to this award. Since there are no indirect costs included in the assistance <br /> <br /> _ <br /> budget, they-are not allowable--under this Assistance Agreement. <br /> 3. Semi Annual Performance Reports <br /> The recipient shall submit performance reports every six (6) months during the life of <br /> the project.. Reports are due 30 calendar days after the end of each reporting period. <br /> Reports shall be submitted to the EPA Project Officer and may be provided <br /> electronically. The reports shall generally contain brief information on each of the <br /> - --...following: _ _ _ _ <br /> (a) A comparison of actual accomplishments with.the goals and objectives established _ <br /> for the reporting period. <br /> (b) Reasons why established gods were not met, if appropriate. <br /> .(c) .Other pertinent information onprogress of the project. . <br /> In addition to the semi-annual performance reports, the recipient shall immediately <br /> notify the EPA Project Officer of developments that have a significant impact on the <br /> award-supported activities. Also, notification shall be given in the case of problems, <br /> delays, or adverse conditions which materially impair the ability to meet the objectives <br /> of the award. This notification shall include a statement of the action taken or <br /> contemplated, and any assistance needed to resolve the situation. <br /> <br />
