Under this <br /> agreement, the City purchased two tracts of land, known as the "Lee tract" <br /> and the "Marvin tract", which we know collectively refer to as "Dragonfly <br /> Bend". Per Section C(10) of the agreement, the City is required to submit a <br /> brief report to OWEB describing the use and management of the acquired <br /> Barks ana:open properties. This report fulfills this requirement. <br /> Space Planning <br /> Parks Maintenance Immediately after acquiring the land, City staff visited the site and took <br /> urban>Forestry measures to prevent illegal vehicular access to the site. This primarily <br /> involved repairing the existing gated access points to the property, and <br /> <br /> wat~ands and open installing new gates in several locations. These actions have been <br /> waterways successful at preventing illegal access to the site. <br /> Beginning in October 2002, the City and its partners in the West Eugene <br /> Wetlands. Program began a management planning process for Dragonfly <br /> Bend. `The result of this process is the Dragonfly Bend Mitigation <br /> Improvement Plan, which is included as an attachment to this report. The <br /> Dragonfly Bend Mitigation Improvement Plan will guide the enhancement <br /> . and restoration of this site over the next several years. The major restoration <br /> and enhancement goals for the site are highlighted on page 20 of the <br /> Dragonfly Bend Mitigation Improvement Plan. The City plans to implement a <br /> large portion of this restoration plan beginning in summer 2004. The. <br /> remainder of the plan will be implemented in summer 2005. <br /> In addition to the enhancement and restoration work that are outlined in the <br /> Dragonfly Bend Mitigation Improvement Plan, the City will also be embarking <br /> on stream and riparian enhancements on the portion of Amazon Creek that <br /> flows through Dragonfly Bend. This work will be accomplished with <br /> $740,000 in funds recently garnered by the City through the Cooperative <br /> Conservation Initiative of the U.S. Bureau of Land Management.. This work <br /> will also occur during summer 2004. <br /> <br />
