At its. January 5, 2001 meeting, the Oregon Watershed Enhancement Boazd <br /> (OWEB) voted to grant $900,000 to the City of Eugene toward its project to acquire 317 acres of <br /> wetlands and associated uplands in the West Eugene Wetlands. Thank you for your excellent <br /> application. There are a few more steps we have to take before the grant funds approved for <br /> _______-your acquisition project can be. disburs~y__QWEB P_rior~.o_fJyVEB.'s_release_of-the-grant----- <br /> funds, the following must occur: <br /> 1. The entity receiving the grant funds must sign a grant agreement and conservation <br /> easement with OWEB for the funds received. As we discussed on the phone, because the City <br /> pazce , s . <br /> may mean that the City of Eugene will sign both a grant agreement and a conservation easement <br /> for the funds it receives, and the Nature Conservancy will do the same. We can discuss further <br /> whether the City wishes to receive the entire $900,000 grant directly, or whether it should <br /> receive only the amount necessary to purchase the Bertleson property. In that case, you may <br /> direct OWEB to disburse the remainder of the grant directly to the Nature Conservanc for <br /> Y <br /> - purchase of the Peters property. I will send you a draft of the grant agreement and conservation <br /> easement in the next week. Please review them, and call me with any questions or concerns. <br /> OWEB's legal counsel may wish to review the escrow instructions and closing documents for <br /> these acquisitions. After the City and the Nature Conservancy have agreed to the grant <br /> agreement and conservation easement, and they have been approved by OWEB's legal counsel, <br /> they can be signed. <br /> 2. Send a letter to me documenting that at least 25% in matching funds ($300,000.00) has <br /> been secured for the acquisition project. <br /> 3. In the same letter, certify that the entity holding title to the two properties, either the City <br /> of Eugene alone or both the City and the Nature Conservancy, will purchase title insurance <br /> policies insuring that title to the land interests is vested in either the City of Eugene or the Nature <br /> Conservancy or both in an amount equal to or greater than $900,000. <br /> _ <br /> <br />
