I do like this stormwater SDC spreadsheet much better. Even with the better beginning I was concerned that <br />it still shows us spending more than the SDC we have available by FY 04. I spoke a bit with Val and she says the <br />income estimates are very conservative and the interest earned is not in the projections so the fund will probably be <br />healthier than indicated in the spreadsheet. In addition, since I don't know exactly what projects we anticipate I'm <br />wondering if some of them would be good candidates to utilize pilot project money and or acquisition money. <br />A while back we met and talked about how to fund the Fern Ridge Path, especially the additional "recreational <br />~~ <br />components . We agreed to propose to Les to use stormwater pilot project or acquisition money. Both of those funds <br />Les would like us NOT to use as we proposed for the Fern Ridge Path. He would prefer we tap as much stormwater <br />SDC funds as we can justify and fund. So, I am proposing we modify the proposed spending outlined on the attached <br />spreadsheet to utilize some stormwater SDC money in the project budget for the fern ridge path. <br />Here is a summary of where I think we are: <br />Total Project Estimate; $3,691,803 <br />Main Path (ODOT/CITY) $2.763 million <br />City $789,000 of which $522,000 Transportation SDC has been allocated <br />+57_9= <br />eeded and of these $522,000 have been allocated, <br />~'$ 75,000 out of channel cleaning (531) <br />~ $110,000 from the Garfield to Cleveland storm rehab project - (995126) <br />$120,000 from 3rd/4th Connector (335 SDC) ~/ , ,~ <br />totaling $355,000 and leaving $441,000 yet to be identified. SO, how does allocating $441,000 from Stormwater SDCs <br />sound? We could justify more if funding was available, but given the multi-year projections that may not be feasible. <br />Also, are we still okay with the above discussed transfers? Shall I set up a meeting for us to discuss, or is email <br />discussion okay? <br />If I have my funding straig~it the project funding would end up looking like <br />Transpo SDC $522 + 50 + 120 for a total of $692,000 <br />Storm Utility $75 + $110 for a total of $185,000 <br />Storm SDC $441,000 <br />For a total City funding of $1,318,000 <br />At some point we need to talk about upfront money we will need this spring and where it's going to come from but I'd like <br />to get this settled first. <br />Thanks for your participation and insights, <br />Michelle <br />p.s.
