The donor expects the Hays Memorial Trust to be managed by the Department of + <br /> LRCS and that LRCS have budget control over spending from the Hays Memorial Trust <br /> Fund. <br /> I presented the Trust Agreement to City Manager Mike Gleason in late December, 1994. The <br /> City Manager agreed to sign the Trust Agreement on behalf of the City and agreed that the City <br /> would implement the project consistent with the project description contained in this memo. <br /> Once the newest version of the West Alton Park Master Plan was completed earlier this year, <br /> parks planners within the Department of Public Works began working on a draft of the landscape <br /> plan for the tree garden. We will have a copy of this draft project plan at Council's meeting on <br /> <br /> November 12. <br /> C. Alternatives/Options , <br /> No alternatives/options are presented. <br /> D. Recommendation <br /> No recommendations. Status report only. <br /> E. Timin <br /> Public Works would like to go to bid on the first phase of the project in the Spring of 1998. <br /> VI.
