Per the agreement,
Lane County granted the City of Eugene $1.6M towards the Courthouse Transportation Improvements. The Federal
Government, through ODOT will provide $4.96M The federal funding changed to Sec 117 funds as listed in the Omnibus
bill. These provide 100% federal share. This type of funding isn't subject to any congressional limitations, which means it
won't be subject to recession (adjusted or reduced). The overall participation split didn't change. The change will be felt in
how the expenses are submitted for payment. Originally, expenses would be submitted to ODOT, who would in turn would
pay them in part from federal funds and in part from dollars deposited into the Local Government Pool Account (Lane
County participation Now expenses will be paid entirely from one funding source or another. The construction contract
& consultant payments will come from the federal funds and local expenses including ROW will come from the Lane
County Participation $$'s. Any federal $$'s programmed for ROW and not used will be re-obligated to construction. The
agreement with Lane County doesn't address this type of detail, but 1 wanted to advise you of the change.
Thanks,
Peggy Hamlin
Financial Analyst
Public Works Administration
682 5834

9/13/2005
