Thus, restoring the riparian forest through this area
would not only have immediate benefits to resident aquatic and terrestrial wildlife, including salmon, but would
also complete a migration corridor by connecting the intact forests up and downstream from this reach.
2. Objectives: The goal of this project is to create and implement a habitat restoration plan for the Willamette ,
River riparian area and associated u lands of East Alton Baker Park. To accom lish this oal we have
P
P g
highlighted three objectives_
Enhance salmon habitat by restoring the riparian, corridor along the Willamette River.
Increase bird & terrestrial species habitat by enhancing the upland meadow characteristics of the landf ll.
~ ?.._..-.Increase awar_eness_.of.wildlife.issues..throu. h educational si~r~ awe inte retive walks and volunteensm
i ~ g - ...................---......_._......_:.5b"_..rj.-~_...._.._.~__
To accomplish these objectives we have identified ~ following tasks or actions:
I~ ~ _
A. Staff time spent developing the plan
comprises a substantial portion of required matching funds.
B: Implement riparian planting- `Phases 2 and 3
Riparian restoration efforts are already underway on this site. A 4001inear foot stretch of riverbank was planted..
in the Spring of 2001 by City staff and volunteers (Phase 1). Approximately 120 native trees (e_g., black
cottonwood, big leaf maple, and red alder) and 180 native shrubs (e.g., red-twig dogwood, willow, and
ineb were lanced '
n ark) p m .a 30 foot wide zone along•the river s edge. This area is being maintained and
monitored by volunteers under the guidance of City Staff Understory plants will be added to phase 1, once the
existing vegetation lias matured enough to provide adequate shade.
Phase 2 of this planting effort is proposed to occur in the spring of 2002, and Phase 3 in the spring of 2003. Some of these areas may be
. targeted to receive additional fill material to broaden the forest riparian zone and create soil pockets for woody
vegetation on top of the landfill. .
Area youth crews will be employed to do planting preparation; including clearing and grubbing of blackberries.
Due to t11e existing dominance of invasive species throughout the park, the planting preparation step is
• - particularly crucial. A benefit of planting the riparian area in phases is that the restoration projects are of a
ODFW Wildlife Conservation and Restoration Program Application Page 2
City of Eugene, East Alton Baker Park Habitat Restoration Plan September 7, 2001
