First of all, we have enough appropriation authority that we can move via a budget journal <br /> j to cover the additional expenses for the TSA improvements. Additionally, we do not have to "fix" the negative balance <br /> available in Fund 512 if we choose not to. Since the Airport funds all get combined into one reporting fund we are not in a <br /> position where we have to move appropriation back into balance available. Essentially we can "fix" this at capital project <br /> rollover'time during supplemental budget #1 in FY04.
