In any case, he's feeling uncomfortable <br /> about the likelihood of having to process refunds. Remember, under the current plan, dealers start charging 3 cents for <br /> the tax. We may find out mid July that tax isn't in effect. <br /> David sounds worried about the hassle (and what he perceives as legal and/or public relations risk) of having to process <br /> refunds. He reiterated that, even though the tax is on dealers, when they process refunds, the $ goes to the end <br /> customers, not the dealers (weird, but I'll assume it's the right procedure, since the Fuels Tax folks know this biz). <br /> I think he was hoping we could work with Council to extend the effective date to August. I told him I understand if he has <br /> had more time to think about things and is thinking, "yuck, let's avoid that". At the same time, I explained that our Council <br /> wouldn't feel their top priority is eliminating hassle for all of us admin folks. We'd need to bring them a darn good <br /> argument for extending implementation, and it needs to go beyond a little extra administrative cost & hassle. <br /> He said he'd talk to his upper management, and get back to us.
