CARLSON Becky_A
From: PETERSON Tish A
Sent: Friday, June 15, 2007 2:56 PM
To: CARLSON Becky A
Subject: You may hear from ODOT next week...
David N called to talk about the gas tax -referendum -timing wrinkle.
He must have given the plan a little more thought and/or run it by his managers. In any case, he's feeling uncomfortable
about the likelihood of having to process refunds. Remember, under the current plan, dealers start charging 3 cents for
the tax. We may find out mid July that tax isn't in effect.
David sounds worried about the hassle (and what he perceives as legal and/or public relations risk) of having to process
refunds. He reiterated that, even though the tax is on dealers, when they process refunds, the $ goes to the end
customers, not the dealers (weird, but I'll assume it's the right procedure, since the Fuels Tax folks know this biz).
I think he was hoping we could work with Council to extend the effective date to August. I told him I understand if he has
had more time to think about things and is thinking, "yuck, let's avoid that". At the same time, I explained that our Council
wouldn't feel their top priority is eliminating hassle for all of us admin folks. We'd need to bring them a darn good
argument for extending implementation, and it needs to go beyond a little extra administrative cost & hassle.
He said he'd talk to his upper management, and get back to us. I let him know I'll be on vacation next week, and so he
should call you.
Do you need anything from me to help you play point on this w/ David next week?

i

II
~ f ~ z ~ ;
Y~C ~.r'~~- r~U~r
_ _
