Medlin, 682-4930
Director, Parks and Open Space Division
Subject:
CITY COUNCIL ASSIGNMENT RESPONSE: Update – Creekside Park
This memorandum is in response to a request from Councilor Clark for an update for planned
improvements to Creekside Park. I hope the below information is helpful.
Park Plan Public Involvement - completed in FY08
Engineering Design – complete in FY09
Construction – currently not scheduled, previously anticipated for 2009
One of the primary issues that needs to be resolved before we can schedule construction is the
availability of funding. The 2008-2013 Capital Improvement Program (CIP) contemplated the
use of Parks Systems Development Charges (SDC’s) for the construction of various
neighborhood parks including Creekside Park. Unfortunately, the actual SDC revenue collected
has been significantly lower than what was assumed in the CIP due to the slowdown in
construction permitting. The cumulative FY08 and FY09 SDC revenue shortfall of more than $2
million will preclude our ability to construct Creekside Park, Grasshopper Park and Ferndale
Park in the summer of 2009 as previously anticipated.
If you have additional questions please email me at Johnny.r.medlin@ci.eugene.or.us or
telephone at 682-4930.
