Transportation is vital to maintain and grow <br /> the traded sector economy; without transportation, industry will go elsewhere. <br /> <br /> Transportation funding stimulates the state's economy and directly creates jobs as <br /> the infrastructure is both maintained and expanded. Oregon's experience over the <br /> past half decade is that these jobs are from Oregon companies, and those compa- <br /> nies have grown as a result. <br /> Local decision-making and identification of priorities <br /> <br /> The Oregon Transportation Commission will work with Area Commissions on Trans- <br /> portation, local governing bodies, and stakeholders to identify priorities for trans- <br /> portation investment. <br /> Sustainability <br /> <br /> The state must develop an investment strategy that not only preserves the current <br /> system but makes a strategic investment in a sustainable transportation system, <br /> including working towards requirements of the state's goals on greenhouse gas <br /> reduction.* <br /> Transparency and oversight <br /> Funding strategies, based on adopted policies, will involve an open discussion for <br /> citizen input and direction to guarantee that the funding priorities deliver what the <br /> citizens want. <br /> Statewide distribution <br /> <br /> Transportation funding is a priority for every corner of the state, whether it is <br /> maintenance, preservation or expansion of the system. All Oregonians must ben- <br /> efitfrom this investment. <br /> *The state of Oregon has adopted goals for the reduction of greenhouse gas emissions. These are: <br /> • To arrest the growth of Oregon's greenhouse gas emissions and begin to reduce greenhouse gas emissions by 2010; <br /> To achieve greenhouse gas levels that are 10 percent below 1990 levels by 2020; and <br /> • To achieve greenhouse gas levels that are at least 75 percent below 1990 levels by 2050. <br /> ii <br /> <br />
