Limbs may be pruned back from the sidewalk and street or removed at <br />the trunk to meet these clearances if two-thirds (2/3) of the height of the tree remains in <br />canopy. <br />3. l.0 No hooks, spikes, or climbing gear which pierces the trunk of a tree shall <br />be used unless approved in writing by the Urban Forester. <br />4. Tree Removal. No person shall remove a street tree without first obtaining a <br />permit from the Ciry, specifically authorizing removal of the street tree. The Urban Forester shall <br />review the permit application and may condition approval upon replacement of the street tree with <br />another tree pre-approved by the Urban Forester, or a requirement to pay to the City an amount <br />sufficient to fund the planting and establishment by the City of a replacement tree of similar value. <br />The value of the existing street tree to be removed shall be calculated using the methods set forth <br />in the edition then in effect of the Guide for Plant Appraisal published by the International Society <br />of Arboriculture Council of Tree Landscape Appraisers.
