s~
DOWNTOWN EUGENE, INC.
Making Downtown Clean, Safe and Attractive
MEMORANDUM
TO: Kurt Corey, Director of Public Works, City of Eugene
FR: Dave Hauser, Executive Director, Downtown Eugene, Inc.
DATE: October 3, 2008
RE: Downtown Graffiti Abatement Partnership
The City of Eugene and Downtown Eugene, Inc. have agreed to partner in an effort to address acts of
graffiti in Downtown Eugene. Each party has agreed to invest $5,000 in order to staff an ongoing graffiti
abatement effort in the downtown. Downtown Eugene, Inc. will manage this effort and in doing so
makes the following commitments:
Hire apart-time Graffiti Abatement Specialist (GAS) to patrol the downtown on a regular basis to
identify, record and remove graffiti. The GAS is expected to work 15-20 hours a week. If there is
additional time to allocate within this agreement, the GAS will conduct regular trash patrols downtown.
• The agreement will cover a period from July 1, 2008 through June 30, 2009.
• As part of the partnership DEI will provide materials and supervision for the effort.
• All acts of graffiti addressed by the GAS will be photographed and provided to the City of
Eugene.
• The agreement will not include the removal of graffiti that places the GAS at risk (e.g. rooftops,
etc.). It does not address power washing, sand blasting or acts of window etching.
On behalf of the staff and volunteer leadership of Downtown Eugene, Inc., we appreciate the
opportunity to partner with the City of Eugene to address acts of graffiti in our downtown.
132 E.
