Ruiz, City Manager <br />From: Sarah Medary, Recreation Services Director~=~~~ <br />~ <br />Date: June 24, 2008 <br />Re: Intergovernmental Agreement with Eugene School District 4J for the Joint Use and Development of <br />Artificial Turf Fields <br />Attached to this memo is an Intergovernmental Agreement (IGA) between the City of Eugene and Eugene School <br />District 4J for the joint use and development of four additional artificial turf fields in Eugene. This agreement is an <br />expansion and extension of an IGA that was initially formed to build and maintain four synthetic fields at area high <br />schools as a result of a 1998 Parks, Recreation and Open Space bond measure. <br />This new agreement covers the existing fields, as well as four new fields at area middle schools. Two of the fields <br />have already been constructed at Cal Young and Monroe, with construction ready to begin at Spencer Butte and the <br />Arts and Technology Academy at Jefferson. <br />In total, the City and 4J will be partnered on eight synthetic fields, with development and maintenance costs being <br />shared on a 50/50 basis. With the two fields at Bethel, we are now at an inventory of 10 fields, which is a <br />significant investment and asset for our community. <br />As per our normal practices, the IGA language was negotiated by a team of representatives from both <br />organizations, finalized by the City Attorney, and approved by administrative stakeholders in Recreation Services, <br />Parks & Open Spaces Division and Eugene School District 4J.
