DRAFT - Regional Transportation Planning Work Plan <br />By November 2008: <br />• Complete a report on the progress of the TransPlan Alternative Performance <br />Measures - this includes both the numerical/statistical analysis and a <br />qualitative analysis of the form of the development occurring in nodal <br />development areas. It would be okay if the qualitative analysis component is <br />delayed. <br />• Initiate a PAPA to make the TransPlan project list consistent with the RTP <br />project list. <br />• Determine transportation and land use implications of removal of West <br />Eugene Parkway from the TransPlan project list. <br />• Adjust horizon year of Metro Plan/TransPlan from 2015 to updated estimated <br />year (Note - no changes in the population forecasts or plan designations, <br />merely a change to reflect the year in which the population for which the plan <br />is designed is actuafly reached) <br />• Complete the long range work plan and submit to LCDC - target the October <br />15-16 meeting in Prineville. <br />• Define public involvement opportunities <br />II. Long range work plan, targeting 2011: <br />Items include those necessary to achieve the region's integrated transportation - <br />land-use planning "structure". <br />• Determine the framework (relationships of comp plan(s), TSP(s), RTSP, RTP) <br />- aim to resolve by November 2008. <br />• RTSP - define, develop, complete <br />o Comp Plan Update <br />o Complete UGB studies and inventories by December 31, 2009. <br />o Analysis of inventories including policy review and integration of <br />perFormance measure results <br />• TSP Update: <br />o Items that can be initiated before UGB studies are completed. <br />o Items that can be initiated only after UGB studies are completed. <br />• Define public involvement opportunities <br />o Schedule for major work items; critical milestones; products <br />Questions to resolve: <br />Update of horizon year in Metro Plan - how does this change the alternative <br />Performance Measures and specifically, the targeted interim years? <br />What mitigation measures can ODOT suggest for addressing WEP removal <br />consequences? <br />How will the gap between TransPlan and Metro Plan in west Eugene be <br />addressed? <br />
