Various financing programs are available including City financing for up to <br />ten years at the bonded interest rate, low income subsidies for those within specific income guidelines, <br />and assessment deferrals for those meeting specific age and/or income requirements. <br />The current assessment policy was adopted by City Council ordinance and has been in effect since May <br />2002. This action amended the previous ordinance primarily in an effort to mitigate what had been <br />viewed as particularly onerous financial impacts of assessments and to address assessment criteria for <br />partially developed or vacant properties. The Council could choose to revisit the ordinance anytime but <br />would need to be cognizant of the budgetary implications. <br />Our Maintenance Division repairs literally thousands of potholes each year, up to a thousand per month <br />during this time of the year, an inordinate number of repairs being required for the unimproved local <br />street network. Public Works staff is available, capable, and willing to meet with any neighborhood group <br />interested in phased improvements, context sensitive design, or any other questions or issues regarding <br />how they might get their streets improved. <br />In hopes this information proves helpful to the current discussions, please let me know if you have <br />questions or concerns regarding this topic. <br />Attachment. <br />Page 2 of 3 <br />
