, • . . <br />which the city has accepted responsibility under intergovernmental agreement. No revenue shall be <br />used for capacity-enhancing street improvements. <br />Section 2. The tax imposed pursuant to Section 3.466 shall take effect only after the Tax <br />Administrator has developed the necessary forms and documents to administer the tax. The Tax <br />Administrator shall declare when the tax shall take effect, and give not less than 15 days notice of <br />that date before the tax may take effect. The Tax Administrator's decision as to the effective date <br />of the tax and the type of notice to provide shall be final and not subject to review. <br />Section 3. If any portion of this ordinance is for any reason held invalid or unconstitutional <br />by a court of competent jurisdiction, such portion shall be deemed a separate, distinct and <br />independent provision and such holding shall not affect the validity of the remaining portions of this <br />ordinance. <br />Section 4. The City Recorder, at the request of, or with the concurrence of the City Attorney, <br />is authorized to administratively correct any reference errors contained herein or in other provisions <br />of the Eugene Code, 1971, to the provisions added, amended or repealed herein. <br />Section 5.
