Eugene-Springfield Metropolitan Waterways General Investigation Feasibility Study <br /> Draft -March 14, 2005 <br /> The Executive Team is the major coordinating body for intergovernmental and interagency <br /> management of the Eugene-Springfield Metropolitan Waterways General Investigation <br /> Feasibility Study (Metro Waterways Study). The study was formalized -under the Federal Cost <br /> Sharing agreement entered into on September 30, 2003, by and between the Department of the <br /> Army, represented by the U.S. Army Engineer, Portland District; the City of Eugene; the City of <br /> Springfield; and Lane County. <br /> Executive Team.. Purpose <br /> The Executive Team has been established to enable partner agencies to effectively share in the <br /> efficient and coordinated management of the Metro Waterways Study. The Executive Team is <br /> responsible for the overall management of the study and will meet periodically to review study <br /> progress, finances, and findings as developed and reported by the Study Team. <br /> Executive Team Functions <br /> The Executive Team functions include, but are not limited to the following: <br /> 1. Provide fiscal oversight of the Metro Waterways Study. <br /> 2. Appoint representatives to the Study Team. <br /> 3. Maintain a working knowledge of the study. <br /> 4. Provide guidance to the Study Management Team as they proceed through the work <br /> program. <br /> 5. Serve as project representatives for the study to elected officials, including the Eugene <br /> and Springfield City Councils and the Lane County Board of Commissioners. <br /> 6. Provide a forum for resolving conflicts and issues in the spirit of using open <br /> communications as ari opportunity to find positive solutions to problems. <br /> 7. Review and evaluate progress at key junctures and major milestones of the study. <br /> 8. Approve major changes to the study scope or amendments to the Federal Cost Sharing <br /> Agreement. <br /> 9. Work together for success and celebrate and communicate achievements to the <br /> partners, the public, and respective officials and leaders. <br /> <br /> Operating Procedures <br /> Meetings and Agendas . <br /> Executive Team meetings will be held on anus-needed basis throughout the study and will <br /> be scheduled around key study milestones and decision points, or to resolve conflict. Either <br /> the Executive Team or the Study Management Team can request that a meeting be <br /> scheduled. An agenda will be developed by the Study Management Team and reviewed by <br /> Executive Team members.. The public will have access to the meeting notes and all other <br /> study records on request. <br /> .Decision Making <br /> Decisions will be made by consensus by attendees at the meeting. Members who are not <br /> able to attend a meeting may participate in decision making by proxy or alternate, if so <br /> desired. At least one representative from each partner should be present for decision <br /> <br />
