_ ~~ <br />. <br />Element 6: Alternative Plan Concepts <br />Description: This element will be the major focai point for the study and will <br />address three specific areas: <br />. Terminal <br />. Airfield facilities <br />. On-airport land use/support facilities . <br />Previous elements of the study will have established ultimate <br />potential demand for Mahlon Sweet Field, as well as ~the facilities <br />that will be required to meet this demand. In this way, it will be <br />possible to identify those areas at the Airport needed . to support <br />long-term aviation-related development and those remaining areas <br />that. can be examined for the development of other land uses. This <br />analysis will include a review of optimum~ land use for available <br />space at the Airpoit. <br />An important input for formulating alternatives will be the, existing <br />site's ability to satisfy the Eugene community's long-term aviation <br />needs.. This phase of the study will include identification of a set <br />of _ reasonable development alternatives, evaluation of the <br />alternatives, and recommendation of a preferred development <br />alternative. <br />Methodology: The initial step , in the ~ alternatives analysis will be to identify <br />potential alternatives for meeting future facility. requirements. <br />~ Alternatives will be identified and evaluated in light of demand <br />projections, the capacity analysis, and facility requirements. While a <br />vanety of alternative solutions , will be considered; they will <br />~generally fall into three broad categories: <br />. ' , Do-Nothing <br />. Expand existing facilities <br />.. Construct new'facilities ~° <br />The "Do-Nothing Alternative" offers a baseline to which other <br />' alternatives may be compared. Evaluation of the "Do-Nothing <br />_. Alternative" will identify conditions which will result (i.e., inabiliry <br />~ to serve future~ demand levels) if no development actions are <br />undertaken. - <br />In the second category, selected exi"sting facilities are expanded to <br />meet future requirements. Examples = might include extension of <br />Mahlon Sweet Field's Runway 16/34~ to accommodate more <br />demanding critical aircraft or expanding or relocating certain <br />landside facilities to meet future needs. <br />In the third category, new facilities are developed as required. Such <br />an .approach might involve relocating or re~lacing certain existing <br />facilities to ensure maximum efficiency, or, in the case of Mahlon <br />-14- <br />
