City and <br />Airport polic'ies will ser~e as a further framework for shaping the <br />course of the Master Plan effort: The foundation of the Master <br />=- Plan will be : a comprehensive data base developed through an <br />extensive inventory ~rocess: This initial phase of analysis will <br />~rovide a clear definition of the Eugene aviation environment, <br />including Mahlon Sweet Field's facilitie5, users; activity levels, and <br />the socioeconomic, political, safety, and environmental circumstances <br />under which , it operates. Other data required for the ' study's <br />technical work effort, such as financial data, will be collected as <br />' part of subsequent study elements. This bank of data wiil be <br />computerized to allow interactive anal~sis and continuous updating. <br />If it is considered necessary to compiling a satisfactory data base, <br />user and tenant surveys may be undertaken. <br />Methodology: 1. Literature Search <br />- . The initial step in the inventory process is to review previous <br />planning, environmental, and otlier' issue-specific studies undertaken <br />- for the Airport to determine their continued validity. AvPlan will <br />~ review all recent studies to establish a preliminary data base. <br />2: Data Collection~On-Site'Review <br />Data collection forms the foundation for subsequent elements of the <br />, technical analysis. Data collection ; will be restricted to the <br />inforniation re.quired to meet the specific objectives established for <br />` Mahlon Sweet Field. <br />Data collection and analysis may include, but not be limited to, the <br />following: : <br />. Airport Facilities. Airspace: and NAVAIDs - On-site inspections <br />and review of seco"ndary sources will be performed to prepare a <br />description of existing facilities, airspace, and NAVAIDs. <br />Existing and future obstructions will ~ be reviewed in part <br />through the ~use of Obstruction., Charts prepared by the U.S. <br />De~artment of Commerce, National Oceanic Service. Items to <br />be inventoried include: <br />Runways and taxiways ' <br />Apron and ram~ areas <br />Passenger terminal and offices <br />Air cargo facilities <br />Corporate aviation facilities <br />Air~ort access roads <br />Maintenance and crash, ~re, and rescue (CFR) facilities <br />Hangars <br />- -4- ' <br />
