'~ Element 1: ' Proj ect Coordination <br />Description: Effective coordination is critical to a successful master planning <br />process. This approach will provide , continuous and timely <br />coordination with the City of Eugene; the Airport, other involved <br />agencies, and the public throughout the study. , <br />Methodology: The project coordination process includes the following elements. <br />1. Weekly Sponsor Project Briefin~s <br />Each week during the Master Plan study, process, the City of Eugene <br />will be briefed on study status via a telephone call from an AvPlan <br />staff member. iJpconung work efforts and any potential problems <br />will be discussed. <br />2. Monthlv Written Progress Reports <br />Accompanying our monthly invoice will be a brief progress report to <br />recap work to date, along with a description of the percent <br />complete of each element to invoice date. Pending work efforts for <br />the next reporting period will also be described. A copy of AvPlan's <br />project management will accompany monthly invoices. <br />3. Advisory Committees <br />A Master ~ Plan Advisory Coinmittee will be established to represent <br />Airport and local interests. The specific members of the Advisory <br />Committee will be determined , by the study sponsor; however, it is <br />anticipated that Airport staff, the FAA; the City ~o~ Eugene, the <br />State of Oregon, and various users and tenants will be represented <br />on the committee. The committee will meet at four key points <br />during the study effort: following the forecast analysis, at the <br />alternatives formulation stage, prior to finalizing a recommended <br />plan, and at the conclusion of the study. The final meeting will <br />provide the opportunity for a public hearing to provide the City <br />Council and the general public information on the master plan <br />recommendations. The Advisory Committee ~ will be responsible for <br />reviewing draft documentation of . the technical analyses conducted <br />during each project element. <br />4. Intensive Plannin~ Sessions <br />During the planning process, three Intensive_ Planning Sessions (IPS) <br />will be held to address issues critical to the planning process. <br />These day-long working meetings provide an excellent opportunity to <br />resolve development options and cite ongoing development proJects. <br />Two Infensive Planning Sessions (IPS) will be held in con~unction <br />' with scheduled Advisory Committee Meetings. <br />The public information process proposed for the Eugene study is <br />detailed in Element 15. ~ <br />-2- <br />
