. ~: <br />,. <br />EXH1B1 T C <br />MASTER PLAN <br />SCOPE OF SERVICES <br />The airport master planning ~rocess is based on guidelines contained in FAA <br />Advisory Circulars 150/5010-6A, "Airport Master Plans;' 150/5300-12, "Airport Design <br />Standards - Transport Airports;" and 150/5300-4B, "Airport Design Standards- <br />Utility Airports:' <br />The Master Plan for Mahlon Sweet Field will be conducted through a series of <br />16 work elements. The Master ,Plan work program is structured to achieve the <br />followi.ng goals: , <br />Provide effective graphic presentations of the existing and recommended <br />~ ultimate development of the Airport and anticipated land uses on and <br />adjacent to the Airport. <br />Provide concise and descriptive reports which can be clearly understood <br />~ by the community and agencies charged with .approving, promoting, and <br />~ funding the Airport's improvement programs. <br />Establish realistic schedules for implementation of the development <br />~ ~roposed i.n the - Master Plan, particularly for the short-term capital <br />improvement program. <br />. Propose achievalile financial ~plans to support the implementation <br />scfiedules. <br />. Justify the plans technically and procedurally through a thorough <br />investigation of concepts and. alternatives on technical, economic, and <br />enyironmental grounds. <br />. Present for public consideration, in a convincing and candid manner, plans <br />which adequately address the issues and satisfy local, state, and federal <br />~ regulations. <br />. Document policies . and future aeronautical demands for reference in <br />- municipal deliberations on spending and debt incurrence and land use <br />controls (e.g., subdivision regulations and the erection of potential <br />obstructions to air navigation). <br />. Set the stage and establish the framework for a continuing planning <br />process. <br />-1- <br />
