Identifv Reasonable Alternatives to the Proposed Develonment <br />The reasonableness of proposed deyelopment alternatives identified in <br />the Master Plan will be established througH the initial , meeting with <br />the FAA and subsequent telephone conversations. As required by <br />FAA _ Order 5050:4A, "the "Do-Nothing .Case" will be evaluated. The <br />"Do-Nothing Case" assumes no additional development would`occur. <br />The FAA may request that:alternative developments be evaluated. <br />As part of this. task, AvPlan will prepare a draft chapter addressing <br />the identified alternatives. This chapter will include an explanation <br />of why certain: alternatives are considered unreasonable and a brief <br />discussion of the alternatives selected for further evaluation. <br />Specific environmental impacts of selected alternatives (including the <br />Do=Nothing) will be evaluated in detail in a subsequent task <br />addressing specific environmental consequences. <br />4. Evaluate S~ecific Environmental Imvacts <br />TYie 20 specific environmental factors required in an Environmental <br />Assessment are identified in FAA Order 5050.4A. AvPlan will <br />. evaluate~ the potential environmental consequences of each project <br />alternative in each of the 20 categories. . <br />(1) Noise <br />. Using the FAA's Integrated Noise :Model (INM) Version 3.9, <br />AvPlan will develop aircraft noise contours for the Airport's <br />current (1988) level of operation and : for fiiture. years for each <br />alternative. Noise leveis are influenced by activity leveis, <br />aircraft types, and operational characteristics. AvPlan will use <br />aircraft activity information supplied by the City/Airport. <br />- Futur.e activity projections included in the Master, Plan will be <br />used for the future aircraft noise contours. Aircraft noise <br />contours of S5, 60, 65, 70, and 75 Lrln will be generated. <br />(2)~ Combatible Land Use <br />AvPlan will. prepare an existing land use map of- the Mahlon <br />Sweet Field area. The noise contours will be overlaid onto this <br />map' to identify any incompatible land uses. Based on U.S. <br />Census information and populafion data available through the <br />City of Eugene, AvPlan will prepare counts of ihe population <br />" ; and housing units affected by the noise contours. <br />For any vacant land that may be located in the noise contour <br />area, AvPlan will review future land use plans and County <br />zoning (if available) and develop a plan identifying future uses <br />that would be compatible with future aircraft noise levels. <br />-34- <br />
