Master Plan elements such as new runway <br />development and runway lengthening and strengthening may require <br />an Environmental A.ssessment (EA). AvPlan proposes the following <br />Environmental Assessment approach, which conforms to FAA Order <br />5050.4A requirements: <br />; Task 1~-~Initiate Er~vironmental Assessment Process <br />. Task 2- Identify Project Purpose and Need <br />. Task 3- Identify Reasonable Alternatives to the Proposed <br />Development <br />. Task 4- Bvaluate Specific Environmerital Impacts <br />. Task 5~- ~valuate Other Environniental Considerations <br />. Task 6- Conduct Public Workshops/Hearing <br />. Task.7 - Respond: to Comments - <br />~. Task 8= Maintain FAA Coordination <br />. Task 9- Maintain Client Coordination. " <br />. Task 10 - Prepare~Documentation <br />The checklist. supplied,by the FAA SEA-ADO will be used in the <br />preparation of this element. Close coordination will be maintained <br />with the State of Oregon Department of Environmental Qualiry, <br />particularly with respect to noise cornpatibility. <br />Methodology: 1. Initiate Environmental Assessment <br />At the onset of this project, AvPlan will organize a meeting with <br />the Airport, the State Department of Transportation, the State <br />Department of Enviranmental Quality, and FAA staff responsible for <br />processing the Environmental Assessment. FAA and State opinions <br />on project alternatives that should be considered in detail will be <br />addressed.: <br />2. Identify Pro,~ect Pu~ose and Need <br />The purpose of the ,proposed development will be identified in the <br />~Master Plan. AvPlan will incorp orate this information into a draft <br />chapter to be used as Chapter I of the 'Environmental Assessment: <br />
