,, ,~ . , <br />Element 14: Financial Analysis/Plan <br />Description: The financial feasibility of the Master Plan program will be <br />analyzed, and a realistic and implementable financial plan will be <br />developed. The feasibility analysis will assess the "~inancial <br />implications of undertaking the pro~osed development plans. In this <br />analysis, Mahlon Sweet Field's ability to generate future revenues <br />sufficient to cover all future expenses of maintenance, operation, <br />administration, and debt service through reasonable and attainable <br />user rates and charges will be assessed. <br />Methodology: Revenues available to meet the Airport's .debt service obligations and <br />capital development e~cpenditures vv~ll,have been assessed in the two <br />preceding elements. <br />AvPlan's computerized financial model will. be used to determine <br />economic feasibility based on a cash ~flow 'analysis. User fees and <br />landing fees will ~ be reviewed - as part of the financial analysis. <br />AvPlan's financial model provides the ability to investigate restaging <br />of capital development projects to ensuie that the Airport is able to <br />implement recommended improvements. . <br />Output: The output from .this element will be ~nancial plans tailored <br />specifically to the Airport. The plan must be feasible and <br />implementable within the financial means of the facility. . <br />The financial ~lan will explore all realistic options for financing <br />. recommended improvements. Analysis will include . review of user <br />charges; existing lease agreements, and revenue enhancement options <br />related to airport property. <br />Coordination: Durina this task, maximum use will be made of e~cisting financial <br />analyses. Historical financial data will be obtained from and <br />supplemented as necessary by the Airport staff. Tenant input may <br />also be sought as financial options are explored to investigate <br />changes in current rates and charges structures.
