i • <br />~ Element 13: Economic Analysis <br />Description: One of .the major indicators for the success of any Master Plan is <br />its im~lementability from a financial perspective. The economic <br />analysis will address historical revenues and expenses, current lease <br />agreements, and existing bonded indebtedness to deternune Mahlon <br />Sweet Field's ability to support the capital development program as <br />outlined in the Master Plan. <br />Methodology: Financial data for the Airport will be secured. This information will <br />include historical revenues and expenses. Existing lease agreements <br />will also be reviewed, as will options for enhancing Airport revenue <br />streams through additional on-airport development. Existing <br />financial obligations will also be determined. <br />Projections of future revenues and expenses will be developed; along <br />with an assessment of the Airport's ability to support any or all of <br />its recommended capital development program. Results of the <br />economic analysis and the development cost schedule will be <br />integrated into the financial plan. This element will briefly review <br />the benefits of establishing a multi-county/city sponsorship for the <br />Airport to enhance its financial security. <br />Output: The output of the economic analysis will be a determination of the <br />Airport's ability to generate sufficient revenue to meet operating <br />expenses. . Options for lease ~improvements on additional on-Airport <br />development will also be explored as possible revenue-enhancing <br />options. Ideally, the Airport will be able .to ~enerate revenues <br />adequate to meet expenses and to assist in the implementation of <br />capital development pro~ects. <br />Coordi.nation: During this element, coordination with the City of Eugene and <br />Airport staff will be essential. . <br />Personnel: .
