~= ~ . . Element 12: Development Schedule <br />Description: Recommendations for the Airport over the 20-year planning period <br />will be classified into three, general development phases. These <br />phases : represent the short-, intermediate-, and long-term planning <br />penods. Particular focus will be given to. detailin~ the short-term <br />(1989-1994) development projects. In the first .~ve years, <br />development will be shown on a year-to-year basis. <br />Methodology: Previous elements of the Master Plan will have identified de~an~ d <br />levels and the facilities required to meet these demands, by p g <br />phase. ,~ For the Master Plan to be truly effective, however; <br />flexibility must be maintained. The implementation of future facility <br />- development should be keyed to the realization of forecast demand <br />levels rather than to arbitrar~ly established planning phases. <br />While phased,development plans will be identi~ed, demand realization <br />targets will also be developed to ~ provide indicators as to how the <br />implementation of recommended facilities will either be accelerated <br />or deceleiated based on the actual realization of demand. <br />~ Tliis type of development phasing will provide general guidance for <br />; tHe facilities; needed . in the short-, intermediate ; and long-term <br />planning periods. This will provide an understanding of the financial <br />requirements~ by phase over the 20-year planning period. By linking <br />~ development' pro~ects to the achievement of future demand levels, an <br />added degree of implementation flexibility will be achieved. <br />Finally, recognizing the. limitations of funding for Air~ort <br />development on the federal, state and local levels, the ~ro~ects <br />within each development _phase will be generally ~rioritized to <br />indicate those projects which should receive highest funding priority. <br />Output: The output of this element will be a phased development plan for <br />the Airport. Development will be geared to the three planning <br />periods over the 20-year horizon. Added: flexibility will be provided <br />by keying the actual implementation of major development projects <br />to the realization .of given demand levels. The phases described in <br />~ this section will be portrayed,graphically.in the ALP; separate sheets <br />• will be prepared to depict Phase I, II, and III development items. <br />Coordination: Coordination with the City of Eugene;.
