~; <br />Element 9: Airport Land Use Plan ~ <br />Description: Land use development options will be explored through the <br />alternatives analysis and translated into the preparation of an <br />Airport Land~ Use Plan. <br />Methodology: The Airport Land Use Plan will depict existing and proposed <br />facilities, areas reserved for specific future aviation development, <br />areas reserved for nonaviation development, ~ and environmental <br />features that could influence . Airport use or expansion capabilities. <br />It will detail (to the highest degree possible) types of hangars or <br />other development to be accommodated in each development area. <br />All Land Use Plans will be overlaid on`' current USGS maps or a <br />photobase, if available. <br />The Land Use Plan will analyze the demands for and development of <br />Airport-owned property not required 'for aeronautical use. A.s a <br />follow-up, financial analysis will be cbnducted to deternune how <br />revenues derived from nonaeronautical land use can be increased. <br />The plan will note the need to obtain an FAA release prior to the <br />actual conversion of Airport property to nonaviation-related use. <br />Off-airport land uses, will be identified. _ Any areas affected by <br />'obstruction standards, FAR Part 77, and/or aircraft noise will be <br />~investigated, and their compatibility with the Airport evaluated. <br />Visual : field surveys will be undertaken to identify possible <br />obstructions for all new or extended runway ends. All new runways, <br />thresholds, and _ alignments will require 60 days for FAA review. <br />County zoning will be reviewed to determine long-term compatibility. <br />Height zoning guidelines will be followed and incorporated as <br />appropriate into the Land Use Plan. <br />Output: <br />Noise contours of ~ the preferred development alternative will be <br />included on the plan. General recommendations concerning the <br />relative merits of adjacent land uses will also be presented. These <br />recommendations will~ 'provide a basis for policy zoning ordinances <br />for height regulation, land use, and building costs for noise <br />attenuation. Coordination with various planning agencies will be <br />maintained. Guidelines presented in Advisory Circular 150/SO50-6, <br />"Airport Land Use Compatibility," will be followed. ~ <br />A Land Use Plan depicting both on- and off-airport land use will be <br />' prepared. This plan will help the Airport to develop to its maximurri <br />~otential and ensure long-term compatibility between the Airport and <br />its surrounding communities. Local zomng will be analyzed using <br />noise contours develo~ed .for - the Master Plan to determine what <br />changes might be required to ensure long-term compatibility between <br />the Airport and its surrounding environs. The City of Eugene may <br />develop a plat map to reflect which properties actually fall within <br />-22- <br />
