Attachment A <br />Ferry Street Bridge Modeling <br />L-COG Project Work Program <br />March 1, 1989 <br />Objective: Assist the City of Eugene Public Works Department by prepar- <br />ing traffic volume forecasts for Ferry Street Bridge alternatives devel- <br />opment and environmental analysis. <br />L-COG presently maintains and operates a mainframe-based computer model <br />for the metropolitan area. L-COG utilizes the Urban Transportation <br />Planning System (UTPS) and makes use of a variety of other data sources <br />in the Regional Information System including the geographic data system. <br />II. WORK PROGRAM <br />There are seven major components of the work program for the Ferry <br />Street Bridge project. <br />A. Refine Traffic Analysis Zones and Node-Link System <br />Refine the zone and node-link systems in a manner similar to that done <br />for Eugene's Central Area Transportation Study. Some zones are so large <br />that traffic forecasts will likely be less precise than required for <br />project-level analysis. The areas in which existing traffic analysis <br />zones (TAZs) would be split into smaller ones are those likely to influ- <br />ence travel patterns for the Ferry Street Bridge analysis. A refined <br />zone system was developed for the downtown Eugene area for the Central <br />Area Transportation Study (CATS) and will provide a good basis for the <br />zone refinement, but other refinements will be needed. Some of the <br />zones which clearly need to be addressed are in the vicinity of River- <br />front Research Park, Goodpasture Island, the southern part of River Road <br />and much of the Willakenzie area. Refinement of the traffic analysis <br />zones and node-link system is expected to provide more accurate fore- <br />casts needed for this project-level analysis. <br />B. Update Base Year Trip Generation and Attraction Data <br />Update employment and dwelling unit information for the metropolitan <br />area since these are the key elements of trip generation and attraction. <br />Because there has been relatively little growth in the past several <br />years, the existing base year data is reasonably valid on an areawide <br />basis. However, some parts of the community have changed significantly. <br />The 1986 employment data is already available at L-COG; with some effort <br />it can be allocated to traffic analysis zones in the Ferry Street Bridge <br />area. (A parallel effort for the remainder of the metro area can be <br />accomplished under activities included in L-COG's Unified Planning Work <br />Program.) Some special allocation work will be required to account for <br />multiple employment sites of certain employers. L-COG's ability to <br />specify the new zone system in the Geographic Information System will <br />allow allocation of dwelling unit data from 1987. or 1988 to be accom- <br />plished fairly quickly and simply. <br />
