ATTACHMENT "B" <br />Scc-pe Of Work For Lane Re~i.onal Air Pollution Authority <br />Technical assistance and public information program development <br />to implement part of Eugene's ozone ordinance <br />The services to be performed consists of two components: the technical advisory <br />component, and the general public and business component (public information). The <br />technical portion of the project consists of advising the Eugene city manager of <br />potential candidates for consideration of prohibition of ozone depleting chemicals <br />where substitute products appear available. The acceptability of a substitute is <br />determined using the criteria in the City's Ozone Ordinance and Administrative Order <br />attached. The public information component of the project consists of advising the <br />general publiclconsumers of ozone depleting products and their avai{able substitutes, <br />~dvising affected/potentially affected businesses of products under consideration of a <br />ban, and responding to requests for information from the public. <br />Tasks - <br />Technical Assistance Workplan: <br />1. Using EPA and Unifed Nations Environmental Programme databases, provide <br />information regarding the following: <br />a. Acceptable substitutes for end-use products containing ozone- <br />depleting compounds; <br />b. Health/safety impacts of the substitutes; <br />c. Relative costs associated with the substitutes. <br />2. Recommend candidate end-use products for consideration for prohibited use <br />and sale. <br />3. Develop an application format for product ban requests coming from the public. <br />4. Review any citizens requests the City Manager has received that identify <br />potential substitutes for ozone-depleting products. <br />5. Prepare twice yearly (June 30 / Dec. 31) activity report to Eugene city manager <br />including a status of emerging acceptable substitutes; and which may or may <br />not contain recommendations for consideration of specific bans on products. <br />Public Education Workplan: <br />
