Grainger, Inc., we request consideration for participation in the <br />West Eugene Wetlands Mitigation Bank. W. W. Grainger plans to cievelop a distribution <br />facility at 2950 Chad Drive in Eugene (tax map # 17-03-16-34, lot 3700, parcel 1). Five small <br />isolated areas totaling 0.18 acres, have been identified as wetlands on the site. These wetlands <br />were artificially created as a result of previous excavation on the site. A copy of the wetland <br />delineation conducted by Salix Associates, dated April, 1995, the Joint Fill Permit Application, <br />as well as other pertinent information and correspondence, has been separately transmitted to <br />you by Jennifer Guard. This delineation was done on the entire lot #3700 which includes <br />parcel 1. Only parcel 1, not the entire lot, is relevant to this application. <br />A Joint Permit Application to fill the wetlands has been submitted to the Oregon Division of <br />State Lands and U. S. Army Corps of Engineers. The Application has also been reviewed by <br />the Department of Environmental Quality. The D.S. L. has declined jurisdiction over the <br />wetlands; the A.C.O.E. did take jurisdiction under the nationwide permit (no mitigation), and <br />the D.E.Q. has taken jurisdiction and required compensatory mitigation. We are awaiting final <br />word from the D.E. Q. regarding the required mitigation ratio. <br />We understand that participation in tlie Mitigation Bank requires a bond from the owner in the <br />amount of $30;000 per acre credit of impacted wetland. As soon as we receive final word <br />regarding the mitigation ratio, we will contact you and define the exact number of acre credits <br />to obtain. <br />APR 2 2 1996 <br />
