Review relevant studies (e.g., DOGAMI) and literature on public facilities planning, <br />including innovative financing strategies for serving infill, redevelopment and mixed <br />use <br />c. Survey other jurisdictions to determine facility issues and alternative solutions to <br />serving infill, redevelopment and mixed use areas <br />d. Summarize information from literature and survey and present to TAC. <br />4. Update existing conditions. <br />Subtasks: <br />a. Determine location, size, and condition of existing facilities <br />b. Update information on existing conditions related to existing facilities, condition <br />assessment, and responsible jurisdiction <br />c. Prepare maps of existing facilities <br />d. Prepare report, Existing Conditions and Alternatives <br />5. Determine future project needs. <br />Based on data and policy direction in current studies and updated existing conditions <br />information, determine projects needed to meet future needs. <br />Subtasks: <br />a. Compare location of existing facilities to proposed location(s) for infill, <br />redevelopment, mixed use/nodes and vacant land <br />b. Identify future facility needs based on projected land use, population and employment <br />derived from Trans-Plan and Periodic Review projects <br />c. Prepare project lists <br />d. Prepare maps <br />e. Identify phasing of projects <br />f. Summarize future project needs and present to TAC. <br />6. Conduct policy analysis and development. <br />Ensure consistency among PFP policies, future facility needs, and policy direction in <br />TransPlan, Eugene Growth Management Policy, Metro Plan Periodic Review projects <br />and the Eugene Land Use Code Update. <br />Subtasks: <br />a. Review existing Metro Plan Public Facilities and Services Element findings and <br />policies in light of new information generated from previous tasks <br />b. Draft changes to the findings and policies of this Element <br />c. Identify impacts on and from the proposed policies on existing policies and plans, <br />including gaps, conflicts and inconsistencies <br />
