~ ~ • <br />1 ~ <br />Exhibit B <br />Scope of Work <br />The City of Eugene wishes to conduct a citizen outreach effort to ascertain whether there is voter support <br />for a potential revenue measure for parkland and open space acquisition and/or development of park and <br />recreation facilities. <br />The City is contracting for professional consultation and survey research services to: <br />provide advice on the use of surveys, focus groups and other methods to gather representative and <br />qualitative information about citizen interests and priorities regarding park and open space <br />acquisition and development <br />design and conduct a telephone survey of a random samp(e of 400 Eugene registered voters in <br />January 1998 to ascertain: <br />a) support for land acquisition for community or neighborhood parks and for open space <br />b) support for the development of specific facilities, including athletic fieids, sport courts, and <br />swimming pools <br />c) willingness to pay increased taxes to purchase land and/or develop and maintain facilities <br />d) concerns and issues regarding the current park system, e.g. the distribution of parks throughout <br />the community <br />• analyze and report the survey results <br />• advise on follow-up research, based on the survey results, to gather additional information that <br />would be used to develop an effective information and outreach effort and potentially to develop a <br />revenue measure which reflects voter preferences <br />Project Specifications <br />1) The telephone survey of a random sample of 400 Eugene registered voters must be conducted in <br />January 1998. Survey results must achieve 95% confidence level, with no more than plus or minus <br />5% confidence interval. <br />2) Responses to survey questions will be closed-end. <br />3) A written preliminary report of survey results must be provided by January 30, 1998 and a final <br />written report by February 10, 1998. <br />4) Survey results must be stratified by: <br />a) location: <br />north Eugene (city council wards 4& 5) south Eugene (council wards 1& 2) <br />central Eugene (council wards 3& 7) west Eugene (council wards 6& 8) <br />b) gender <br />c) age <br />Survey demographic information will also report whether children under the age of 18 reside in the <br />household. <br />
