_~., ds <br />~~1 Y 1~ <br />To: Chris Andersen <br />Abe Farkas <br />From: Lew Bowers ~y <br />Subject: TRANSFER OF PW-OWNED PARCELS TO PDD LANDBANK PROGRAM <br />Date: March 11, 1996 <br />Staff from both departments have reviewed City-owned parcels to determine if any <br />could be made available for the construction of affordable housing. At this time, <br />two parcels have been identified for this purpose. (Agreement on a third parcel was <br />reached between Abe and Dave Whitlow in 1992 and this parcel will now be <br />officially placed in the landbank program.) <br />We propose that these parcels be transferred to PDD's landbank program for low- <br />income housing for disposition. The parcels will be transferred at no cost except in <br />the cases when the original purpose requires repayment to a dedicated fund. In those <br />cases, PDD will be responsible for ensuring repayment of those costs as the <br />properties are sold. <br />PROCESS NEEDED <br />1. PW and PDD directors agree on the transfers. <br />2. PW and PDD directors inform other execs (this week). <br />3. City councilors in wazds where properties are located are notified (E-Mail-- <br />Shawn and Tim--done, Nancy--today). <br />4. Agreement to transfer properties forwarded to Linda Norris. <br />5. Full council informed of transfer in this week's newsletter. <br />The incredibly short time line is driven by NEDCO's desire to secure 13th and <br />Garfield for a demonstration project with Valhall using panelized construction <br />techniques. <br />Please sign the attached agreemenf. <br />-3 <br />
